The Biden administration clarified that the United States is not at war with Russia on Wednesday despite Russian President Vladimir Putin threatening nuclear weapons as he continues his assault on Ukraine.

National Security Council strategic communications coordinator John Kirby reiterated in America’s Newsroom that despite military support for Ukraine, the US is not directly involved in Putin’s war.

“No, we are not at all,” Kirby said when asked about US involvement. “Russia is at war inside Ukraine and despite the rhetoric we heard from Putin last night, trying once again to do this about the West against Russia or the United States against Russia or NATO against Russia, nothing can be further from the truth.”

“Ukraine was illegally invaded in an unprovoked manner,” he continued. “They are fighting to defend their country.”

Putin issued a nuclear threat during a speech on Wednesday, warning that the possibility “is not a bluff” as his chances of prevailing in Ukraine diminish. As the war rages on, he even announced a “partial military deployment” to recruit civilian reservists into the fight.

Kirby also responded to the White House’s backlash over Biden, suggesting the US would send troops to Taiwan if China proceeds with an invasion.

“I don’t think we’ve been anything but consistent in that,” Kirby said. “The president was answering a hypothetical question about Taiwan’s defense, and he and he answered in that context. China policy. Nothing has changed in our policy towards Taiwan.”

“We take our commitment under the Taiwan Relations Act very seriously to ensure that Taiwan can defend it,” he continued.

National security adviser Jake Sullivan clarified the president’s remarks earlier this week, saying there was no policy change despite Biden’s military vote not being recognized as current policy.

“When the president of the United States wants to announce a policy change, he will,” Sullivan said. “He didn’t.”
